On November 9, 1990, the state of Colorado amended its constitution to authorize limited legalized gaming in the small towns of Black Hawk, Central City, and Cripple Creek.The Colorado Gaming Commission was established July 1, 1991 and gaming started October 1, 1991.The casinos are regulated by the State of Colorado, Division of Gaming, 720 South Colorado Blvd.#540-S, Denver, Co 80222-1917.
